I was able to use a torque wrench on everything except the tensioner roller mount. I just did it the German method - Gutandtight.
I like to use a torque wrench to get everything back to factory specifications but there are many times that you just can't do it due to space limitations. You must always keep in mind that the block is aluminum so I would recommend erring on the low side, you can always tighten it up later if it leaks or gets loose. With the limited space on many areas even re-tapping and installing a heli-coil is a major PITA if you strip it out into the block.

I did it without the cam locking tool also. I did however do the same as phils94850 and marked the teeth in relation to a point to the head. The tool would have been nice and removed the worry. But hey I like living on the edge anyway.
One tip I did get from the local Volvo dealer mechanic was to cut the old belt and not try and get it out whole. It saved a lot of time. Your not going to reuse it anyway so why not.

oh... as lee said its called a "torque wrench " its a pretty tight spot in there putting on a timing belt. Ive done a few of em and never used a torque wrench and never had a problem. Just dont over do it.
