Got new(used) fuel pump and installed. No start. Tried to jump relay again and no start. Paper clip was hot, though. No fuel at rail. Do I need to prime something, is it the alternator or starter? Hear no sound from pump, seat is down and cover is off of pump, nothing. Battery charge drops to below 12 after trying to start.

Can you hear the pump running if you listen behind the rear passenger's side seat? If so there may be something plugging the flow. I have never had a fuel filter completely clog but I have had a couple that plugged up enough to hamper performance. That may be a possibility.

You may have purchased a bad new/used pump. They should draw very little current so the hot jumper wire makes me wonder if it isn't seized.
Did you bench test the replacement fuel pump before you installed it? Since your old one is out of the car try to run it off of the battery charger and see if it runs.
You may have a bad wire going back to the pump. Wiring issues are always a real bear to track down but they are usually easily fixed once the location of the fault is located.

What is the best way(hook-up) to bench test the fuel pump, I ve bench tested starters before, but never a fuel pump, and the presence of gas has me a bit worried. I ve got a normal small battery charger. Better be safe then sorry(burned).
Haven't figured out how to bench test fuel pump, but, hooked up a voltage light tester to pump relay, light for 15, no light for 87, does this help to diagnose? I disconnected electrical connection of fuel pump in trunk, put light meter into battery side of connector and saw no light on both terminals.
Good news, got another new/used pump and the car started on first time, Yipee! One quick question: the pump that works, the rubber line has a kink, should I try to straighten that out before putting everything back together. It started up with no problem.
