How important is EGR for Emissions tests

Dear community,
I unfortunately got an exhaust manifold without a port for exhaust Gas Recirculation. My old manifold's flex pipe broke.

I can either start cutting and welding to piece together a working manifold with a good flex pipe or I can just install the one without the port and have no EGR.

I am subject to SMOG emissions tests but they aren't extremely stringent here. DO you think I can pass the test without the EGR connected? I only need to pass it once too, then I am good till I sell the car.

You will need to leave the electrical portion of the EGR connected other wise you will get a CEL. I think you will pass emisions fine as long as you cap the pipe running from the EGR valve to the manifold off. This way the car thinks it is still working and is still connected correctly.
