Headlight issues on 2001 S80 T6

I have tried two new bulbs on the drivers side low beam but they do not light up. The bright light works but the low beam does not does any one have a suggestion on what I could be missing. The wires look good

Hi, new to the S80 forum, I had a s40 but my wife crashed it and it was totaled

Good news is we got a great 2001 S80. Anyways, look at the link, I had the same problem with my s40, I am thinking it is probably the CEM, but no idea were it is on the s80.
