Pop the timing belt cover off and have a look. It is just one bolt through the face of the timing belt cover.

Got the broken belt off today, removed spark plugs and manually turned each cam gear. There's allot of resistance at times, then it will spin freely for about a quarter rotation then resistance.
Is this to be expected or is this a sign of bent valves?
Whats the easiest, most affordable way to test this? Compresion test?

Don't even waste your time trying to replace the belt and running a compression test, some of your valves are bent. Move the crankshaft to the crankshaft timing mark and start removing the head. A good machine shop can get the head back in shape or you can get a rebuilt head from Clearwater Cylinder Heads, they have a good reputation amongst our members.

I just dont know if I want to go through all that trouble, there are allot of other little things that need fixing on this car. ABS mod, left door lock, and on and on. Also I'm not to confident in the bevel gear, when I bought it had mix matched tires on it, I replaced them obviously, but theres a persistent whering noise coming from that area. Id hate to drop $500 or so on a head only to have the bevel gear go out. Im just going to time it, throw the belt on and see if it starts.

Ha. Well you can't pull the head without taking off the cam cover, so they probably just put the camshafts in each other's places when reassembling. Maybe not a good sign for how careful they were in pulling it, let alone its general condition...

Yeah, not a good sign. Well I put the belt on and it runs better than before, aside from the near deafening sound of the valves clanging. Would it even run if the valves were bent?

Sure, maybe it bent the valves just how they needed to be bent. 
You could easily have bent only the valves of one cylinder, since the camshafts would have stopped turning once the belt came off. The car will "run" on 4 cylinders.
Sounds like a Volvo that is pining for the fjords, defunct, no more, an EX-VOLVO.
Sell the parts on ebay and you'll make much more than the car is worth.
