Hello all, I ve got a 2000 v70 Classic - the orange arrow which shows up when you use W or the lower gears is constantly flashing, any ideas?

The dreaded flashing arrow is dreaded because the transmission is -- with the exception of the engine -- the most expensive item on the car to replace. And in *some* cases a flashing arrow can mean it's toast. But that scenario is statistically in a tiny minority.
If the car seems fine and doesn't lurch forward from a stop, it's probably a minor fault picked up by the OBDII system.

Am i right in thnking that my local Volvo dealer should read the codes for free?

They're the most likely to charge for it. But do call -- you never know. Call local Volvo mechanics and parts stores; they're more likely to read codes for free.
