Vacuum Question on EGR

Hi all,
So I'm getting an error code about having a clogged Exhaust gas recirculation system. Yesterday I ripped it out and cleaned it and it wasn't clogged. So, then I looked to see if there was any vacuum on the line that opens and closes the EGR valve below the intake. There wasn't any vacuum. there was vacuum going to the little sending unit at the top of the radiator. So no vacuum at the EGR valve What could it mean?

1. The vacuum control unit isn't work right
2. the Vacuum control unit isn't getting the right signal
-Computer is messing up
-Or it detected a clogged and i now not sending any vacuum to prevent any further clogging
- could the temperature sensor have failed and now the whole system is shut down

Note: I have detached the EGR line from the exhaust due to another repair so it is sucking air from engine bay.

Does anyone know what voltage that vacuum control unit should see. Then I can just multimeter it.

Do you have vacuum going to the controller valve? As I recall it goes through a couple of elbows on the ends through a hard plastic line off of the vacuum tree.
