Arg... this has to be in my (I'm working on it) Top 10 Volvo 850/70 model Crappy Engineering Decisions list.
Volvo chose a cheap bulb supplier. That's all there is to it. And at the same time they made these bulbs very difficult to get to -- a double @#$% - up.
I'm lucky; I've not had to replace any. The one that did go out came right back on after a good bump of the fist on the dash sill.
A Haynes manual (or Chiltons) will be a nice guide for this procedure, among others.

I bought a set of these on ebay for $10 after shipping and see the seller keeps offering them. It's on my to do list for this weekend to replace them so I can't vouch 100% for fit. I'll let you know.
You can find instuctions at www.volvospeed.com to remove the dash and get to the display.
And yes this is on my top 10 complaints about my car.
Also making the top 10 are:
1. antenna which I have to remove and tweek every 15k miles because it can't stand up to constant speed over 70 mph with out bending a little and becoming stuck in the down position. (usually the last/smallest extension)
2. The manufacturer car jack is very unstable on anything but perfectly level pavement. (I wonder who tested this)
3. The small plastic wings with holes holding the front turn signals on with an inserted spring tensioner. (I could of looked at these on the drawing board and told you they would eventually break)
