Radiator fan runs after engine shut off/car never heats up

We have a '99 Volvo S70 non turbo. A couple of weeks ago we had a really cold and snowy day. We noticed that every time we would push in the clutch the car wanted to stall the idle would go so low. We shut the care off and the radiator fan ran for about a minute - never done that before. Well - that evening on the way home from work the snow was gone - temps were warmer and it drove fine.

Well - today is our first really cold and snowy day (snow is going to stay this time). This morning it did the same thing - and this evening. We just had the timing belt changed this fall (at 200k miles). My husband thinks it is the thermostat - but he says the radiator fan is throwing him - He could see this happening if the thermostat was stuck open but he has no idea why the fan would be running too - the temp never even went off the cold peg. Any ideas?

Thank you so much! He was figuring it was the thermostat - and he said it looks like it would be an easy repair. I will tell him to get pb blaster and tell see about getting two bolts as well. He said tonight, "Try not to worry about it - looks like an easy repair." I told him, "Really - you always strip a bolt or something when you do this!" Thanks again - was really hoping it wouldn't be an expensive repair this close to the holidays- but with more than 200k miles on the car (we purchased it new) - we can't complain just yet about repairs!
