What purpose does fender welting serve other than holding moisture to accelerate body and fender rust ???

That's a funny question. I guess it looks nice, too. If it was all intact, wouldn't it seal off the seams between the fender and the body rather than allow water to collect? I would think that rot would occur faster if the fender and body just had a small seam that was always exposed to rain instead of the fender welt.
