It is reading 12.1V. Yesterday, when I mentioned it seemed a little low, it was 11.8V.
I have pulled the ECU and reseated. That must have reset something because my OBD led light no longer dimly glows. I pulled the codes and reset.
At this point, everything seems to be back to normal. I haven't driven it yet, but it starts and runs. The fuel relay is no longer making the noise that it was making.

Corrosion is a fault finders worst friend because it can strike anywhere at any time.
Fortunately your persistence has paid off.
When the relay was still clicking when directly connected to the battery I thought it was time for you to get a new relay.
If it weren't for the dimly lit OBD LED I guess you wouldn't have much to go on.

This problem has returned. I've done all of the same checks and still no solution. I am not getting power to the wire on the connector that should have power to trigger the relay. When I jump this wire to the battery, the relay clicks on and the car will start. Another issue worth mentioning is that I can't read the DTC codes. However, if I energize the relay wire, I can check the DTC codes. It seems as though the ECM is powering up when I energize this wire. Also other components on the engine start making sounds as well.
Can anyone tell me where the power is coming from for this relay wire?
