s40 headlites are not working, lamps are OK

My wife's s40 headlites are out, not coming on , the high and low beams, the bulb are OK, not blown.
What could the problem here??? wiring or a module or somethings....Thanks for your replies

Ops...It's a 2001 s40 with 148,000 miles on it

Have you checked the fuse? Is there any condensation inside the lens? It could be the switch itself.
