1999 s8o 2.9 no rpm with foot on brack

The car runs like a spark plug is missing.That's in all gears while sitting.On takeoff I can't get over 2300 rpm the car acts like it's not getting gas. After accelerating above 10 miles per hour the car runs smooth like there no problem at all, until I stop then it runs rough again. Once I press the brake I can not race the engine I have to take my foot off the brake to race the engine.I changed the fuel filter.There are no engine codes, check engine light does not come on.
