I had the same problem...after fixing and cleaning up the back lights I traced the problem to a relay solder point. Between this forum and another I found the answer and solution...this is a good place to start. The below was copied from another forum and explains exactly what my problem was and how I fixed it. I had one bad solder point (was corroded and cracked) on the middle printed circuit board. Using a fine point solder gun had it fixed in less than 10 minutes. All brake lights now working including my cruise control. Check out volvoworld as they have the picture of the relay and its location behind the ashtray. Good luck!
"In a 740 the bulb failure relay is the cylindrical one behind the ashtray.
You'll find removing the small box below the radio (2 screws on the
drivers side, hooked on the passenger's side) will give you good access
to the relay. Assuming you're in North America, the relay will be red.
Look for the pins marked '54'. '54' is from the brake switch. '54L'
and '54R' go to the left and right brake lights. 'S' goes to the center
light. You'll probably find that the bulb failure relay is bad. You
will probably be able to fix it by opening it up, following the path
from terminal 54 and resoldering the connections in that path to the
little circuit boards."

I FOUND THE RELAY! IT'S ON THE FAR LEFT UNDER THE DASH ON THE 240.REPLACED IT WITH ONE OUT OF ANOTHER THAT I HAVE. THE LIGHTS WORK FINE. I'M HEADING TO THE BONEYARD TO PICK UP ANOTHER ONE.
