Combination of two things - one was the addition of the Linux utility nginx - the other was me adding too many IP addresses to the "Bad IP Address" database table. So the server was spending all its time looking up everyone's IP address to check it against the list.
Growing pains. Sorry guys. Things should be ok until I try something else boneheaded. Thanks to Mario my server admin for figuring out it was the Bad IP Address table that was causing the continued downtime.

When I click on the link to the forums.
However, if I select a topic from the MVS homepage and then follow the links within it to the forum entry, then click on the forums headings I can get in every time.
