Part ? for V70 2003 2.4T

I have recently picked up a vibration that seems to be coming from a part that is attached to the air cleaner box and has several vacuum lines connecting to it. What is this part. Is it, or something up/down stream causing the vibration?

It is a TCV, or turbo control valve. If you have old lines, you may have a leak or poor vacuum. Not really sure why it would be rattling.
