fuel gauge doesnt read full after fill up

after filling my car up the fuel gauge only goes up to about 3/4. wondering what i can do to fix it

From E, approximately how much fuel are you putting into the tank?

I can think of 2 possibilities:
1) Ethanol in fuel has screwed with the fuel tank sender for the fuel level sensor.
2) The pump is shutting off before the tank is actually full - clogged tank vents or faulty valves can cause this to happen. My car HATES certain types of gas pumps and will click off prematurely sometimes.

If you can, post a picture of your instrument cluster with the key off. It is very easy to mess up the zero setting on the gauges while fixing the odometer gear.
