Thanks for all the input! I'm going to call the dealer as soon as I get home and see if I can pick one up. I'm doing my best to get this figured out soon as I'm driving from Philly to Denver in a couple weeks and I'd like easy access to my engine bay just in case. I'm not too worried, though, as I can open the hood if someone lifts up on it while I pull the release or I pull the release, wedge something between the bumper and the hood, then pull the release again.

edit: Oh and I think I'll also add a release cable (as I've got plenty of bicycle cable around) that I can access without the hood release inside working - just in case.

Man I'm glad I found this thread....having the EXACT same problem as many in the thread: driver's side latch won't release hood. I will try adding something to bumper to create more tension. Will be a cheap fix if it works!
I have a 1999 V70 GLT with 106,000 miles on it. It is my second one of this exact same model. Still kick myself for getting rid of the first one !!
I had the same problem with my hood latch sticking, but only the right side stuck, and operating the lever a second time didn't help.
As a test run, to see if it was indeed the rubber bumper on the underside of the hood, using a section of old garden hose (one of the cheap ones) I cut out a square about the same size as the bumper and taped it the the plastic piece under the hood that the bumpers rest on.
It worked beautifully, and one day I might even get around to doing something a little more permanent. At least now I don't havve to call a neighbor to help me open the hood !!
This latch issue occured at the same time as my power steering fluid leak.....a real pain !!

Well I finally got around to adjusting the latch down....the hood now releases about 4 out of 5 times....which is much better than 0 out of 5. I can't adjust it down any further so my next step will be to glue a rubber gasket or washer to the bumper.
