I have cheap tires on my car that have gone bald in less than 10K, but only the outer edges. what would happen if I switched sides with them? They do show rotation direction on the sidewalls.
One other non related question, can a Volvo Exhaust Pipe Flange Gasket be used to reconnect my exhaust pipe to the catalytic converter? I do not have access, nor funds to weld or replace entire exhaust...

In 10K miles you would haves that are bald on both sides
Its not an issue of cheap tires. You have an misalignment issue. Its one of those painful things especially if funds are short to fix it, but its going to cost more if you replace tires every 10-20K.
Even cheap tires are $50 each. If you somehow squeak 10-20k out of a pair, its going to cost you $100 a year on disposed tires. $75 for a cheap alignment and you can probably quadruple your tire life.
Four years from now you will be out $400 in tires or
$200 for a cheap alignemtn and one pair of tires

And save your money and get yourself some good tires! I've had crappy tires on one of my cars in bad weather conditions, and it really is amazing what a difference good rubber can mean in stopping and handling.

So the car is needing an alignment, is this some thing I can do my self in my driveway?

YES, I had a tire driving in the wrong direction because some idiot installed one wrong and it felt like I was driving on icy roads.
Tires are rotated front to rear. Do that if you can, every 5,000.

Absolutely. I had one like that too. Tires rotate front to back, not side to side.
An alignment has to be done by a shop with a special machine to measure tolerances. It runs $60+ most places.
