1992 240 wagon dtc 132/black smoke/runs poor

I have a 92 240 wagon that has a dtc 132 low/high battery voltage code, any help on this code? I have replaced the battery, clean all the positive and ground connections (battery side and engine). The car runs real rich (black smoke idling) and seems like it is missing. New parts cap, rotor. wires, spark plugs, ect for computer, low pressure pump in tank, fuel filter, air filter and oxygen sensor. The fuel pressure is 35-38 psi at the fuel rail. disconnect the fuel pressure regulator vaccum line and it jumps to 40-42 psi. I have clean the maf and cleaned the connections at the maf as well. Each injector ohms at 15.9 ohms. Any help would be great. Thanks.
