'97 850NA-7 bolts are off, but water pump won't...

The factory pump is practically glued in to the block. It's possible that this has already been replaced and was glued in with something even tougher to break.

I can only echo the above advice... swat the pulley with a piece of wood and a mallet. You will need to clean off the gasket adhesive left over.

The installed is HEPU, replacing with AISIN.

I must keep the Cam locked with IPD tool during this effort, a realization, I could no longer pussyfoot around.

A lot of folks don't use the cam tool... I don't know if the cost of the tool and the wait for shipping offsets the aggravation of having to line the cams up by hand. I can say in my case the exhaust cam kept rotating backwards from the valve springs pushing on the lobes. It was a real SOB to get the belt on and timed right but I managed in a couple hours.

Used 2 feet long round oak wood banister piece with a slugger's left-hand grip, pointed it at 2 o'clock position, and whacked it with mallet, two quarter swings.
