No such thing exists; at least not in these circles. The car's interface needs licensed software to change its internal software in the body control module.
On post '99 cars a licensed copy of Vida with subscription and a download tool such as Dice or VCT 2000 is the only way to CHANGE any programming. Each download is charged at Volvo's rates.
A key duplicating machine will give you cheaper and quicker results than trying to alter the car's software without licensing. If keys are lost you need to program the car to a new chipped key at the dealer.

Are you trying to save money or just trying to do it yourself?
If you're trying to save money, take it to a dealer.
The cost of buying licensed Vida software, download tool and all software downloads including temporary downloads to program the new ECU will be around $1,500-$2,000
This attached help file may not help!!

Drewtech website seems to tell it all: http://www.drewtech.com/technician/support/videos.html
I have no experience with the Drewtech device. You'll still need a licensed Vida copy. www.volvotechinfo.com
Most users have Dice which will work the same way.
There's a Volvo part 1 and part II .wmv on this link.
At 0:31 part 2 states it cannot be used for diagnostic controls I would just use a Chinese Dice and licensed software
