You can program keys with a passthrough device. You must be a locksmith with the credentials and bonding. Getting the credentials is not so easy.You use the locksmith association issued number(LSID) to allow key software purchase via Volvotechinfo.com if you are Chemult OR or whatever site your country uses for this function. Your passthrough device will have to have the OS that supports key programming.

Myself I have just had dealer make key copies for $35 each, on the s60 I just taped the chip to antenna ring, works great, 2 keys work, no chip in either
on my c70, going to take chip and mount to antenna rung under dash, the use non chipped keys.
Then I can put in remote start if I want
