Hi found timing marks and positioned them on crank and two cams as marked. Put timing belt on and tried to rotate engine. At some point I hit position where I can't go any further. I don't think that I reached compression rather than I reach valves and can't turn engine any further.
How to align timing marks from very very very scratch?
Must set timing marks from scratch V70.

The crankshaft needs to line up with notch on the oil pump being centered between the two timing marks. It sounds like you are there on the crankshaft.
The camshafts get lined up from the rear. The camshafts have slots that are off center and the intake camshaft should be aligned so that the slot is above the joint between the head and the cam cover.
The exhaust camshaft slot is set so that the slot is below the head / cam cover joint.
If the sprockets on the front of the cams have not been moved the intake timing mark should be very close if not spot on the mark and the exhaust cam should at least be close.
Is this the '99 XC that you are working on?

The 5254 has front timing marks that line up differently than most of the pictures on the site, they line up vertically.
If you are there the engine should rotate freely, take the spark plugs out and see if it hits. It shouldn't hit anywhere.

Hah I was trying to align on letters 'M' instead of cuts. I'll try to locate them by any luck
If I don't how do I access the rear of cams? Should I replace re-glue new the plastic cover that blocks the rear of cam?

So long as you didn't remove the cam sprockets you should be able to do this all without taking the cam position sensor or the cover plate off. For whatever reason Volvo didn't install rear oil seals on the cams behind the cover plate.
Once you get the cams lined up correctly and are able to rotate the engine through without hitting anything you will need to deal with the variable valve timing preload.
Line up the timing marks, put the belt on, and rotate the engine clockwise 2 revolutions and check that the marks still line up.
Rotate the engine an additional 90 degrees clockwise and then rotate it back, counter clockwise, to the marks.
Remove the belt and re-adjust the exhaust cam timing by rotating exhaust cam back to the mark as the belt goes back on. Tighten the tensioner and rotate the engine by hand, clockwise, another couple of revolutions to double check that the marks are still lined up.
I have found that the tensioner needs to be adjusted a few times to get it right after you restart the engine.
