Brake Issues

I have a 2007 S60 2.5T which I have owned since 2010. I have always had brake issues when it is wet or cold and wet. If driving in the highway in the wet and I apply the brakes I have no response for quite a few seconds before the brakes will grab. If it is wet and cold and the car sits, again there is break delay when applying the brakes. After driving in cool wet weather and sub zero temps over night, I hopped in the car yesterday and headed out. At the end of the street I put on the braked for a stop sign and absolutely no brakes. I went right through the intersection but fortunately nothing was coming. I had to drive slowly with the brake pedal applied for quite a distance before they started to work. I seems that it is not just the front or rear that are working but all four. So it sounds like wet is getting into a part that controls the application of the brakes.

I need help, any suggestions?

My guess is that the brake booster is failing and recovering intermittently. The possibility of bad brake hose should not be overlooked either.

How's the pedal feel like (when there's no brake), does it go all the way down, is it hard, is it spongy? Brake fluid up to level? You may have a failing master cylinder seal. If the booster looses vaccum you'll feel the pedal hard but you still have brakes, just have to push harder.

You also have a vacuum pump which is for low engine speed braking. It may have failed, easy enough to have checked
