Low beam headlights out. Fuses are ok.

I have a 2000 S70. The L lowbeam headlight is out. The fuse and headlamp are ok. I checked the voltage to the fuse and nothing registers for the L lowbeam. The R lowbeam fuse registers 14.8V. What should I check next?

Based on your tests you should verify the following;

1- The continuity between fuse 11C/21 and the headlight relay 2/1. It is unit 104/108 of the fuse & relay panel ( near the windshield).

2- If it test OK, replace the headlight relay 2/1.

Identify the fuse in question.
Pull it out
Turn headlights key on
Voltmeter in volt mode
Determine which side of fuse had 12 volts...this is the hot side.
The other side is load side

Leave fuse out!!

Remove relay
Identify relay terminal to be tested

Switch voltmeter to ohms or continuity check (beep)
Measure between load side and terminal on relay

Voila!

My 2000 V70's driver side low beam is out. Put in a new bulb...no joy. Checked continuity between the male contacts of the new bulb, check. Checked voltage to plug, check (11.6 volts with the car not started and the passenger side low beam lit). Insert plug into bulb...no joy. What am I missing?

Check grounds.

Test new bulb with a piece of wire to battery.

11.6 volts is low battery voltage btw, but not your problem here

I have the same issue on the driver side. Voltage to both the fuses under the hood and in the passenger compartment. I have voltage to the HID ballast. I have swapped bulbs with the one working on the passenger side and the left side (driver) works in the right side (passenger), but does not work in the left/driver side. I have switched the bulb sockets (HID igniters) and again everything works on the right/passenger side. The blinkers work on the driver/left side, but the low beam and high beam do not. Oh yeah, I have swapped fuses as well so I know the fuses are good!

I am going out of my skull with the problem. Any help would be greatly appreciated!
