Bob on number 13, do you mean the engine turns over regular-fast, or turns over maybe-faster-than-normal?
If it is faster than normal, try a teaspoon of oil in each cylinder. Search here for "lawn mower syndrome."

Alternatively to Erik's suggestion as the compression numbers are fine if you remove say 2 spark plugs does the engine spin faster or the same? The reason I would try this first is oil in the chamber has a habit of fouling plugs superfast. Also which plugs and type did you use?

So it seems you get spark, good. You have fuel pressure. Good. Other neat stuff in order. Good.
The one thing that remains to be answered, in terms of initial diagnostics: Are you getting injector pulses? Fuel pressure is important, but without injector pulses, that fuel is going nowhere.
Best way to verify this is with a noid light. like: https://www.amazon.com/Alltrade-940580-F ... B0028QGU6C -- you can probably obtain one from a local parts shop, or build one -- it's really just an LED and current limiting resistor (anything in the 1-5kohm range should be fine)
What it looks like:

Eric And Precopster, It occurred to me that maybe the spark plugs were not the right ones. i got the volvo from an estate sale and these plugs were new in a box that came with the car. I assumed they were the right ones. The plugs are Bosch Platium Fusion #4503. I went with Erics suggestion before I got Precopster's. Plugs can be cleaned. It did seem to make a difference. The car actually fired a couple of times but still failed to start.

yack, the 4503s are the multi-tip plugs, those tend to produce bad results, but questionable if they'd result in a complete no start even after a cleaning. Either way, some single-prong copper-tip plugs are the way to go... like the old days

You've replaced a lot of stuff, it might be worth getting standard copper plugs and dropping them in there, they are only like $1.50 each. The 4503s are indeed terrible for these cars, but can they really be this bad? But I am still stumped.
You have the firing order correct I don't suppose you got the rotation direction wrong? This is the correct placement of wires:

I think I have heard of cars that won't start with:
a) A faulty throttle position sensor
b) A faulty temperature sensor on the thermostat housing
Both components lead to excessive fuel entering the combustion chamber and causing flooding. You probably can already smell unburned fuel so the only way to get around this is to try the new plugs then move on to the other components I mentioned.

It's a lot of work but you could remove each plug and put starting fluid in each cylinder
Starting fluid is di-ethyl ether. If it won't fire on this for a few seconds, you don't have spark at the right time in any cylinder
At least one shop manual has firing order of Volvo wrong btw.
