2000 s40 brake problem

this is a relative's car and the story as he told it to me...
(2000 s40, t-5, auto)
he was getting the emissions done. afterward, press brake to start, and the pedal went straight to the floor. no brakes. he was 1/2 mile from home so drove slowly and used the parking brake to stop :shock:
i asked him a few questions- is there fluid in the reservoir?, is there a puddle of fluid under the vehicle?, check engine light on?, abs light on?- all were no. i haven't had a chance to get over there to look at it- i think it may either be the master cylinder has crapped the bed or possibly the vacuum line to the cylinder is cracked or come loose. any thoughts? all of my volvo experience is with a 94 850 turbo wagon

correction- there IS fluid in the reservoir, sorry...
