water entered car and most likely shorted out the radio (per mechanic)
How can I determine if the radio has shorted out?

The term Shorted Out is largely a catch-all phrase. Rather than focus on the terminology try to use the radio. If it turns on and operates then it is fine. If it blows the fuse or is otherwise inoperable then it is bad. The SC-810 / 811 / 813 series radios with the cassette are really cheap - typically about $35.00 to $50.00 on eBay. The SC-816 series with the CD player typically goes for around $100.00 to $150.00 on the used market. The radio will swap out in a couple of minutes even if you have never done it before.

If you do buy a used radio it is always a plus if it comes with the code. If it doesn't have a code with it your local Volvo dealer will provide it to you for free. They need all of the numbers and I typically take the whole radio in to the parts counter and let them punch in the numbers that they need.
