I have a 1996 Volvo 850 GLT
In my state my vehicle is exempt from emissions requirements due to its age.
I would like to remove the catalytic converter, install a performance muffler and retune the engine to maximize MPG.
Can anyone suggest a procedure for achieving this?

No idea myself, I second your request though as I have the same model and it could definately use an economy boost.
While I'm in Canada and I dont think I could legally get rid of the cat I would love to know what I could do to tune the engine myself. I believe an aftermarket exhaust would be of benefit as well however I do not know where and how to find and compare variants.
One thing that I found, that may be of benefit to you, that gave me a huge performance and economy boost was my own variation of these mods:
Cold Air Intake (CAI) Tutorial
Cold Air Intake Mod for 850, S70, V70, C70
As my warm/cold air actuator was seized, didnt improve after disassembly and cleaning, and I could do it for next to nothing. Supposedly a common issue on these; cant remember where I heard that though. The mod has held up wonderfully so far, I can include pics if you are interested but I dont want to just go go ahead and hijack the thread unnecessarily.

ARD and Lucky. He makes tunes (software) for Volvos that are programmed to make better use of fuel vs. the now-20-years-old factory tunes. Fuel has changed in that time, our engine control hasn't.

Lex, I gave up on my CAI a few weeks ago and put the factory snorkel back in, after 4 years. The factory intake really isn't bad after all.
I'm only one data point, and it's just one opinion.
