I see it in XC. It is EVAP component. It would lead to PTC nipple area.
I believe it comes with 6" or close rubber hose on each end, see item 18 http://www.volvopartswebstore.com/showAssembly.aspx?ukey_assembly=239800&ukey_make=865&ukey_model=11974&modelYear=1998&ukey_category=7072&ukey_driveLine=11324&ukey_trimLevel=11105.
A visible assembled, but similar example for my 1997 850 http://www.ipdusa.com/products/8229/113836-evap-purge-valve-service-kit

Touchdown xHeart! However I cannot believe that part is 73 bucks (for a plastic check valve with two hoses). The turbo seems to work great so maybe I'll just let it go. Thanks!!!

I found this part bad on my car as well. I replaced it with an old one from my parts car, but did not notice any difference. I guess some boost leaks out of the pressure side when the valve is bad, but it doesnt seem to be heaps.
