2001 C70 What is this relay.

I just cleaned my throttle body along with servicing other things on my volvo. I put the radiator fan back in along with the relays. I hooked up these 2 black relays (left of cooling fan relays) how i thought they went on. My fan would never turn on. My engine would go above operating temp for coolant so i disconnected the plug from the fan and directly connected it to the cooling fan relay. Then made a loop with these 2 black relay harnesses. What are the purpose of those 2 black relays. My car seems to have a vacuum problem but i also am fighting the intercooler piping on the ETM from falling off under boost. Which i feel is the cause of the vaccum leak.

here is a pic of the 2 black relays on the left and where the plugs were when i took them off the cooling fan relay(which is missing from the picture)

They aren't relays they are fuses for the radiator cooling fan one is 30A for the slow speed fan operation the other is a 35 amp rated fuse for the high speed fan operation - Mike

Thanks man ill get new fuses
