1998 V70XC AWD EVAP Code P0440

Finally got away from dreaded P0455 code but now car is putting out a P0440 code, EVAP system, general failure. Nearly every component of that system (to include gas cap) has been replaced except for the carbon/charcoal canister and associated J hoses. Can't find any more obvious hose leaks. Would this be a case of the carbon canister failing? Does that happen? Any other thoughts? Short of running a smoke test I am not sure where to go on this. Only 2 shops around here will work on Volvo and both want $$ to run an inexpensive smoke test.

I'll see if I can find the evap test procedure and what generates the 0440 code as a help.
