Go to Volvospeed and search for 'Stage 0' which will return your car to stock condition. Do this before any further upgrades. You probably have vaccum leaks, hence the low boost. Given the age of the car, the simplest thing is to simply replace all the vaccum lines.

Restore the motor to original condition before any further mods, else your money will be wasted.

Good luck.

I had a similar issue with my 96 turbo when I first got it. I finished my stage 0 and still had only 5 lbs max. After rechecking all my vacuum lines i saw that the po had mixed up the lines on the tcv. I reinstalled them correctly and had the correct amount of boost. Check any of the schematics available on this site
