The welding was fairly easy--I welded the old ball joint on to the new pipe, but am actually going back this weekend and going to fit it with a standard coupler instead (there's a bit of exhaust leaking out of the old ball joint coupling--the one with the factory clamp around it).
Initially I ran into the same problem (shops won't violate federal law and install a used cat nor will they remove it and weld in a straight pipe) so I ended up doing it myself. Further, I was leery of a used cat and didn't want to end up in the same situation. I don't live in a county that has emissions and have already done the SAS delete and removed the pump, check valve, and vacuum lines as well. It seems to run a bit better and my fuel economy also slightly improved.
A very basic MIG welder is definitely sufficient for the job.

cool! i guess i'll get around to it some time. hopefully emissions testing doesn't come up for me any time soon, because i won't be able to take the car apart for a while.
how did the fitment turn out? i have no experience with fabricating exhaust systems and such, so i don't know exactly how it works, but i assume that one would have to get the lengths pretty correct to avoid pushing the tailpipe out past the bumper or sucking it in underneath the bumper? whoever put mine together did a bang up job, the thing tucks in perfectly and fits very nicely in the bumper cutout. wouldn't want to mess that up. did you do the welding on the car itself, maybe tack it up in place and finish the job out of the car?
lol, the other option i've been considering is to install the downpipe and cat, drive it without the catback to a muffler shop, and ask them to install the catback. then they can do the welding and fitment work, but they don't have to "install a used cat". but that seems pretty goofy given that i think the most labor intensive part will be swapping the downpipe.

Did you have to enlarge the hole in the bottom of the non-fouler? I’m familiar with this mod and know it won’t work on all makes, surprised it worked on Volvo. Nice, congrats !
