1996 850 Park lock not working

I have a 1996 Volvo 850 T5 turbo that does not lock into park at all. I don't have to push the brake pedal down or even turn the car on it will shift in or out of all gears at all times. What could be the problem? The first thing that comes to mind is a previous owner bypassed the micro switch? What else should I look at?

Or the micro switch has gone bad. I had a '95 that was like that. Didn't bother me.

Does not bother me ether but getting ready to sell the car and I like to make everything right before I put a car up for sale
