2000 S70 engine races when first started

Hi. I am new to this site and was wondering if you can help me. I have a 2000 S70 turbo with 200k
The engine races high when I first start it. I shut the engine off and restart it and sometimes it works okay. There is no codes and no lights on the dash. I was leaning on the ETM. What do you think. The part number is 8644347 If this is the problem, I found a place in MA. that will rebuild it for about $250.00 They said that I would probably not need to get it reflashed.
Can you give me any advice?
