2000 S70 Turbo engine races high when first started

Hi. I am new to this site and was wondering if you can help me. I have a 2000 S70 turbo with 200k
The engine races high when I first start it. I shut it off and then restart it and sometimes it works. There is no codes and no lights on the dash. I was leaning on the ETM. What do you think. The part number is 8644347 If this is the problem, I found a place in MA. that will rebuild it for about $250.00 They said that I would probably not need to get it reflashed.
Can you give me any advice?

How high is it racing in rpm, Bob?

I would do a lot more diagnosis before messing with the Electronic Throttle Module.

It could be as simple as a vacuum leak or fuel injector leak.

There's a lot of evidence out there that a plugged PCV system will also result in surging and idle problems.

Without codes I'd be leaning on this first.

Iv'e been away. Thanks for all of your tips. I replaced the temp sensor and my daughter said it is somewhat better. Still has some issues with engine running rough when started then clears out. Do you think I should clean the throttle body anyway? It does not look to easy on the turbo model . I will also check the pcv system

Sorry I didn't get back sooner, but it has been along ride with this car.
I ended up getting the throttle body rebuilt and then had to get it reprogramed. The car now runs fine!
