Ok further update for anyone who is interested. I bit the bullet and had the turbo refurbished, sump removed and cleaned and o rings replaced and so far it has seemed to have solved my oil consumption issues... Still early days but hopefully it looks like the turbo was bad.

The shop said although there wasn't much shaft play initially the inside was full of carbon and dirty oil and once cleared a bit showed up loads if end float shaft play!

Now it boosts quicker, more powerful and less oil use!

Still early days and will update if it doesn't solve the problem but I hope this helps someone diagnose their similar problems and save some money

By any chance they told you what may have caused your turbo problem?

Not specifically no. The car has 80k miles and had a terribly blocked pcv when I got it 1k ago so I think it has had a bad history of oil changing and used for short runs so never really warmed up properly and probably driven harshly from cold etc. that's my guess anyway. Certainly a turbo full of carbon suggests oil starvation and dirty oil

Update ...

Oil consumption has improved and a rev from idle shows less to no smoke, however still using a fair bit of oil so I'm not sure now. Guess valve stem seals or stuck oil control ring?
