I have a '99 v70 wagon. 120k miles. Every so often wipers and fan motor (heating/cooling inside the vehicle) will not work at all. You turn off car then turn back on and everything works. Is this a relay issue? If so, which relay should I replace?

Both are common enough failure scenarios and needn't be related.
For the wiper issue, the relay is above the driver's left foot. IPD has a replacement that adds adjustable delay wiper function, so if that turns out to not be it, at least you got an upgrade.
For the fan issue, is it MCC or ECC, and does it happen on any fan speed including high?

You need a new blower and resistor. Install both and be done with that for 100K miles
As for your wipers, I seriously doubt it's the relay
If you need one I have both, stock and somewhere in the pile, an IPD delay relay

For those of you mentioning the relay with a variable delay timer function, the cheaper option is the local pick-n-pull yard, find a VW and grab the relay with .99 printed on the top - does the exact same job - Mike
