1999 v70 wagon Defrost/Floor Blower not working

Please help! It's winter and I have no air moving to the floor or defrost. Defrost/floor mode will not work. It only moves air out the main vents to your face. All speeds work. It heat and cools fine. Just no floor or defrost. It is an ECC unit. Any idea what it might be?

Look for flashing LEDs on the ECC about 10 seconds after you start the car. If you don't see these, most likely the damper motor that controls air distribution has had the linkage to the flaps fall off.

There is a transition in the 1999 model year from two distribution motors (earlier) to one (later) so you will need to sort this out by vin number

You will need to dig into the dash to get to the damper motor. Once you get to them, turn the car on and move the knob on the climate control to see if the damper moves. If not, then it is either the ECC or the motor itself.

Pull out the glove box, you will need a T25. Remove the 3 screws for the passenger kick panel. The defrost/floor damper motor is a black box that you will see above the knee brace.

Most often, the motor is good but the plastic attachment to the damper is cracked/broken. Remove the 3 T15 screws that hold the motor on to the center stack - one is usually hard to get to.

My damper plastic cracked and I used a small screw type hose clamp to keep the plastic together forever. I first tightened the clamp around a wooden pencil to make sure the clamp would be round and fit snuggly.

The damper will fall down (counter clockwise) when you pull the motor off. So, when mounting the motor back on, position the motor so that you have to turn it clockwise to get the screw hole to line up. The damper doesn't move very far - you should be able to turn it easily with your fingers and check the 90 degree movement.
