1999 S70 ETS ligtht comes on after refueling

Ok, weirdest thing happens after I fill the gas tank. When I try to start the car the ETS light comes on and the car is hard to start. After a few cranks it starts and idles rough for a short while. Then it goes back to normal, ETS light is off, and no check engine light. Had my mechanic check for any codes, and theres none. This has happened after the last 4 fillups. I cleaned the ETM after the first time, it wasn't that dirty. Between tanks the car runs excellent. Anyone else ever experience this?

Two few questions to help narrow it down: have the last four fills been at the same station? Do you fill until the pump clicks off, do you top off after it clicks off, or do you stop prior?

Yes, my first thought was EVAP canister purge valve sticking open, but the answers to those questions will help narrow the field down I hope.

Same station, and fill until it clicks. The fillup prior to the last one, the car was fine.

If it was the evap canister wouldn't it throw a code?

The EVAP canister purge solenoid may eventually set a gross leak code (P0455 / ECM-400C), but that monitor only runs when the tank is less than half full or thereabouts. If you were to fill to an amount short of the pump clicking off, will it do this? You mentioned it was scanned for codes and none were found, was this with a generic scanner or a Volvo-specific scan tool (like VIDA, certain SnapOn tools, or an AutoLogic)?
