What about a big grey relay under the hood on the cooling fan carrier?
It's a master fuel injection relay...worth a check.It's usually stamped Volvo...Made in Hungary.

It shouldn't stop a fuel pump to run but,like i said...worth a check.

Also, with no spark...did you checked a fuse #1 for Engine Ecu?

I replaced the entire fuel pump assembly. Also, I just looked at the #1 fuse and it was fine. I see the master fuel injection relay. Any suggestions on how to test it? Can I bypass it somehow?
Thanks.

I think that fuel injection master relay can't be bypassed.

You can replace it with a known good one or just visually inspect it for any loose or corroded wire from it or connection on it.

Maybe it can be tested but i don't know how to.

Is the immobiliser disabled...it can prevent fuel pump from running.Do you have a red light on the center of dashboard just by the windshield when you turn the key in position II?Also...do you have any alarms on your car...factory or aftermarket?

OK. So I know the little red light you're talking about. I always wondered what it was. I just checked for it and there is NO light. I also noticed that when I turn the key, there are NO lights on the dash cluster. Nothing. Typically, it will light up when you turn the car over and then they go away. It is just black. Any thoughts on that one?

Does the engine crank when you try to start it with all those dashboard lights OFF?If so,that means that immobiliser is ON.Maybe the little red light is burnt. If it doesn't crank, your battery is discharged.

Check fuses for immobiliser in the fuse box...there should be a few of them(3-4).You have the fuse list on fuse box cover...check all fuses for immobiliser.

If this isn't an issue, then i bet that ignition lock is bad.

P.S You didn't said do you have alarm on your car...factory or aftermarket and do you have a remote for locking & unlocking the door?

That's a myth. Guess where in the tank that fuel pump suck the gas from? The bottom of the tank!
Running out of fuel have the potential to kill a fuel pump, know that from personal experience.

OP, have you check the engine codes?

OK. For Misha.. The engine does crank. I installed a brand new battery. I read all the fuse descriptions and none of them mention an immobiliser. I locked and unlocked the doors with the key. I don't have a fob. I believe the car has the factory alarm, but I haven't had a functioning fob in years. I do remember hearing it go off shortly after I bought the car though. Since I purchased the car, after starting it, I would have to move the key back a smidge in the ignition to get the lights to come on. I figured it was an ignition switch and would get to it eventually. Could the ignition switch be bad and causing this problem?

For rspi... No I don't have any spark at the coil leading out to the distributor.

I got my hands on a code reader and just pulled them.
It gave me 0730 and 0120. Maybe this will help. Hopefully it won't cause more confusion.

Thanks for everyones help.
