2003 Volvo S80 Low beams not working

I checked fuses and bulbs and they are ok, high beams and daytime running lights work but not low beams. Any suggestions what the problem might be?

Took it to a Auto Electrical repair place and they found the problem. A previous mechanic who had worked on the car to replace the Radiator Condensor Cooling Fan had inadvertently misplaced a headlight shunt in the wrong slot in the panel under the dash. Fortunately I did not have to buy parts but it cost me two hours labor. I was nevertheless very pleased with the diagnostic work by Ward Starters and Alternators in Kelowna, BC. Canada.
