1995 volvo 850 turbo Peformance upgrades & problems

hi guys
I own a 95 Volvo 850 turbo sedan
with 184354 miles now
I have a Reverse intercooler pipe kit
have recently done a tune up ( fuel filter, Air filter( K&N cone filter , plugs wires cap rotor , oil change)
I plan on doing a lot of performance upgrades I plan on pulling the motor and I want to rebuild it to make it stronger , I want to upgrade the turbo to a 18t or a 19t turbo , Exhaust with a 3' down pipe and 2.5' cat back exhaust as well what upgrades should I do while the motor is out ?
I plan on replacing all motor mounts and doing a 5 speed swap, I want to get bigger fuel injectors, cams, etc. should I also replace the connecting rods, valves etc? what are some good websites for performance for the motors in these?
if anyone could help me get in the right direction on what I should do it would be great I do know a decent amount about cars but am learning still so don't mind me . And what do I exactly need for the five speed swap ?

onto the next question when I first purchased the car I was getting 22 mpg city it was great all of a sudden it dropped to 15.5-16. I get 16.2 on a great day what could be causing this issue I run only 93 in my car, when I did the PCV I cleaned the injectors and replaced all the seals for them as well, I do have a CEL its for evap which I Assume is for my fuel neck seal is bad cause when I pump gas I cant put the nozzle all the way in the car cause it stops pumping ive heard that is what causes that . also I cant put more then 12 gallons of gas in my car after that my inside of the car starts to smell like I have a open gas can in the back seat is there a vent that may be bad causing that smell ?
could both of those issues cause my gas mileage issue ?

if anyone could help me out with my gas mileage issue it would be great and if anyone could like give me a list of stuff I should do to the motor to make sure it can withstand the upgrades I plan on doing it would be great ! and any good websites for performance mods besides IPD would be greatly appreciated !!!

What is the code? What is your motor temp?

I recently just cleared the code so im going to have to wait for it to come up again . But i recently did the thermostat as well cause my car wouldnt fully warm up now its running perfect temp wise the gauge says in the middle i could use my scanner to see the exact temp later for u to get the number if that helps
