A damper absorbs shocks, smoothing things out so 30-34-30-34 becomes 32-32-32-32 making for a more consistent blast of fuel.
A regulator controls the level or amount, so only 34 makes it past even if 50 is on the inbound.
Pulses come from the fuel pump as well as the injectors opening and closing.
Pressure to the regulator varies by fuel use (engine) and pump speed. If the latter doesn't keep up, your motor is starved for fuel. Mechanical pumps simply varied their rate directly with motor RPM. Electrical allows for a bit more flexibility.
