last week was driving and my battery light came on volvo s60 2001 2.4t . managed to get it home . charged my battery and restarted the car battery and light was on . tested battery with multi meter with ignition off reading 12.76 aprox . with engine running it was 11 volts aprox . after starting the car a few times on and off the battery ends up flat in need of a charge .also for the last month i have to drive with my traction control switched off as the car thinks i am loosing grip and reduces my power while driving .sensors look ok the wires etc. current error messages are el power system . abs break STOP !
today i have removed the alternator regulator to check the brushes and they look ok a good length on them . is it possible for the regulator to be bad even though the brushes with 10mm on them look fine ?
any suggestions ?

Yes - also had my regulator die on my car (2002 S60), which otherwise looked fine and ever passed charging tests. But when it's switched off it would have a huge drain on the battery... just replace it and in the worst case you've got one less thing to fail in the future 
cheers . will try and replace it with one or two from local auto scrap yard just to see . hopefully i do not get two dud ones ahaha. could i replace it with one from a newer volvo than 2001 ?
i cleaned everything connection points etc and put it all back together. charged the battery and started the car no battery light on or any warnings . i put the multimeter on the battery while the engine was running and was getting a reading of 13/14 volts. but every 20 sec or so the voltage would go up to 16 volts . when at 16 volts i can hear the fuel pump noise change slightly and also the engine noise changes almost like its struggling to keep running . but it never cuts out . it only does that while at 16 volts. at 13.14 volts it runs normal .

Regulators up to and including 2004 are OK for your car. Best change it before it fries engine or other computers.

fitted brand new regulator and my battery light is no longer on . everything seems to be ok lights nice and bright . the multi meter i was using was giving me wrong readings. traction control still activates at 20mph and has to be switched off to continue driving ?

My batt light is now on SINCE a new starter was installed by dealer. Also, one fog light died since then too AND the AC flutters. Regulator?
