1992 245 Windshield Wiper Problems

I have a couple of problems with my windshield wipers I've been trying to figure out. The first one is that the high speed doesn't want to work at all. When I select the high speed setting, the windshield wipers freeze in place. The second issue is that the tailgate washer is totally unresponsive. I press or hold the button, and the wiper starts to move, but nothing from the nozzle. Any leads would be greatly appreciated, thanks in advance.

Ok, I'm a gigantic noob when it comes to electrical problems and can't access my car at the moment, so let me know if what I'm thinking makes any sense.

It looks like the connection 53b makes inside the motor here (this connection is only used for the high speed setting) could be the issue, or some connection in the wiper stalk itself.

As for the tailgate washer, bad washer motor? If this is the case, where is this on the car?

So I took out the stalk, cleaned the connections and ground, and now I get a little but out of the high speed. not much, usually it gives up after about half a wipe (its really slow), but its something. I looked a bit at the inside of the motor and everything seemed fine. I checked and made sure that nobody had done Dave's wiper speed swap mod. Any ideas what this might be?
