My ECC board looks exactly the same as yours. Which pins in OBD are you connecting to read and clear the codes? I connect to #16, #6, and #5 for the button. In this configuration I can read all the codes, but have a problem clearing them. I make sure all codes are read before trying to clear them. My Volvo model is very close to yours. It is 1996 854 GLT. Your 1997 855 GLT may have very similar, (if not the same) ECC system and other related electronics.

You do have the updated ECC unit.

This is the configuration of my code reader. I guarantee nothing, use at your own risk...

After resolving my power issue, the reader was able to clear my stored codes enabling to move on.

Edit: An after thought. Did you place the temperature sensor back in the duct between the fan motor and the power stage resistor?
