The emergency brake lever comes all the way up and is loose, but the emergency brake doesn't work. Along with that, when driving forwards or backwards there is a clunking noise that comes from the right rear wheel. It sounds as if I'm driving over tin cans and wedging something in, on and off. The tire also locks up for brief moments. That has happened twice before in the past month or so.
The car has 120k miles on it. I had it looked over by a mechanic recently, and was told the stabilizer links should be replaced soon-ish. Aside from that they noted no other issues, except for stripped threads in the oil pan and light wear on outer sides of the rear tires. Purchased the car in Oct. 2013 and haven't had any word done other than regular oil changes.
Checked for codes too, and all that came up was PO234/$11 Turbocharger/Supercharger Overboost Condition
Any ideas on what this could be before I start taking things apart would be greatly appreciated. I've worked on cars before and my dad has 35+ years of experience, but I'd like some direction, if possible.

What has happened is your emergency brake shoes (which are drum type, inside the rear brake rotor have coughed up the linings and these are now rattling around inside the drum. If you apply the parking brake, you probably are making metal hit the rotor which won't have much braking effectiveness.
Its only about a 30-40 buck fix in parts. The drums usually hang on a bit so bash them off with wood and hammer.
Ill try find some links to search. Im not sure if your 2002 has the P80 (star wheel adjustable e-brake) or the P2 style (H bracket, adjusted at brake lever) type e-brake.

Easy to change the parking brake shoes. I sourced the shoes from Tasca, Volvo blue box marked from china. Change the spring hardware. The brake shoe expander is removable from the cable end for ease of cleaning and lubrication. Remove the ridge on the brake drum with a grinding wheel on a drill. Adjust parking brake handle under the handle boot.

Thanks so much! I took off the rotor to find the brake shoes totally destroyed. I don't know how they lasted for so long. I'll get the parts and let you know how it turns out!
